Islamabad — A World Economic Forum review identified Pakistan's growing population and significant differences in district sizes as challenges to effective governance. The report stressed the need to align administrative geography, powers, resources and accountability with local needs.
According to an October 10 Dawn report, the forum said creating more administrative units is not in itself a solution. New units could exacerbate management problems if institutions are weak and financial powers inadequate. The review also referred to unequal access to educational facilities and disparities between districts.
These recommendations should not be confused with an official decision to redraw constitutional boundaries or create new provinces. They are proposals concerning governance and public policy; implementation would require relevant political and constitutional processes.
