Kabul — Afghanistan's Ministry of Communications and Information Technology announced that a delegation led by Deputy Minister for Finance and Administration Hafiz Mohammad Amin Jan Omari had travelled to Moscow for the second Global Digital Forum. Abdul Rahman Safi, director general of digital governance, was also part of the delegation.

According to an October 8 report by Pajhwok, the forum was expected to discuss artificial intelligence, cybersecurity, digital infrastructure, technology for public services and international cooperation. The Afghan delegation planned to present developments in telecommunications and digital transformation and meet other organisations.

Attendance at the meeting should not be taken as proof of an agreed Russian–Afghan AI deal or new investment. Any future project would need to be assessed through formal documents and actual implementation.
