New York City Comptroller Mark Levine urged Anthropic to delay its US initial public offering until it addresses concerns about artificial intelligence safety, governance and the pace of development, in a letter to the company's chief executive, Dario Amodei.

Levine wrote that instead of proceeding with the IPO, the company should focus on addressing what he called unprecedented risks. The contents of the letter were first reported by CNBC on Thursday, according to Reuters.

Anthropic, which makes the Claude chatbot, is reportedly targeting a November listing with a valuation of more than $2 trillion, according to media reports. The company told prospective investors earlier this week that third-quarter revenue had surged, with reports putting the figure at $16.8 billion. Anthropic did not immediately respond to Reuters' requests for comment.

Levine oversees New York City's finances and public pension funds, which hold more than $325 billion in assets. His office told Reuters that the pension funds have a combined $7 million in exposure to Anthropic through private equity holdings.

The comptroller said Anthropic's own research has highlighted risks from increasingly autonomous AI models, including harmful capabilities demonstrated in controlled tests. The intervention adds to a growing debate among institutional investors about how to price risk in the AI sector as its biggest companies prepare for public markets. Anthropic's closest rival, OpenAI, is expected to list in 2027, according to Reuters.
