Pakistan and the International Monetary Fund have reached a staff-level agreement concerning a new tranche of approximately $1.2 billion. According to an October 8 Dawn report, the development relates to the fourth review of the IMF's $7 billion Extended Fund Facility and the third review of its $1.4 billion Resilience and Sustainability Facility.
A staff-level agreement means the IMF team and Pakistani authorities have reached a basic understanding on policy measures and review requirements. It does not mean the loan funds have already been paid. Disbursement can follow only after relevant internal approvals and a decision by the IMF Executive Board.
The report said the fund is calling for fiscal discipline, including a gradual phase-out of a broad and costly fuel subsidy programme. Such recommendations may intensify debate over public spending, the budget and energy pricing policy.
The government's next task is to meet the agreed requirements and secure board approval. For now, it is more accurate to report the preliminary agreement than to describe the payment as approved and received.
