Afghanistan's Taliban government will send a delegation to the COP31 United Nations climate summit in Antalya, Turkey. It will be the administration's second participation in the global climate conference process since it returned to power in 2021.
Rohullah Amin, head of climate change at Afghanistan's National Environmental Protection Agency, confirmed that Kabul plans to send a delegation. According to sources, a Turkish official also confirmed that Afghan representatives had been invited as observers.
A Taliban government delegation previously attended COP29 in Baku, Azerbaijan, in 2024. Observer status allows delegates to take part in discussions but gives them no formal negotiating or decision-making power.
Afghanistan is among the countries most vulnerable to climate change. It faces recurring droughts, water shortages, extreme temperatures and devastating floods, which threaten farming, livelihoods and food security and push people into internal displacement.
