The International Criminal Court on October 5 unsealed four arrest warrants in the Afghanistan situation, releasing further details of allegations against four senior Taliban leaders. The warrants concern Taliban leader Hibatullah Akhundzada, Supreme Court chief Abdul Hakim Haqqani, Education Minister Habibullah Agha and Higher Education Minister Neda Mohammad Nadim.
The ICC says judges found reasonable grounds to suspect responsibility for persecution on gender grounds as a crime against humanity. The allegations concern restrictions and alleged abuses targeting women, girls and others deemed non-compliant with Taliban gender policies.
These are allegations before the court, not final convictions. Taliban authorities have rejected international accusations of this kind. The ICC has no police force of its own and depends on states for enforcement of arrest warrants.
